坦桑尼亚住房项目PPP模式建模

摘要:住房产业是现代社会经济发展中非常的行业之一。有人用“生活就是房子”来强调住房产业对促进社会经济发展中的作用,因为运作良好的住房产业的社会就像是一个生命的社会。坦桑尼亚政府部门在上个世纪七十年代在增加正规住房供应时的失败,私营部门已经许可可以在设计、融资、建设、运营和维修房屋的中起主导作用。不过,此举不但促进住房质量的提高,反而导致低质量、不可靠、高的房屋在计划外的住区比比皆是。另一,美国、英国、加拿大、澳大利亚、中国等国家在基础设施部门是交通部门成功运用PPP模式,取得了不错的成绩。这一事实促使本研究者专门致力于调查PPP在坦桑尼亚住房行业中应用的绩效因素。研究发现,尽管在坦桑尼亚PPP项目的建设成本相对较高,但是住房部门和建设部门的专业人员却对PPP非常高的热情。他们对PPP都持有乐观的态度,PPP可以解决在公私有房屋交付方式下房屋业主在融资、设计、建筑、运营以及维修中所面临的各种问题。,坦桑尼亚的政策以及经济指标并为PPP的蓬勃发展一个非常合适的环境。货币指标为高效的私人股份在SPV资本结构中的占有率了有限的范围。这些发现,本研究者建议坦桑尼亚政府以及其他的利益者应该采取一切必要措施来改善政策、法律以及货币框架,以便在大型房屋资产的中供给和管理中促进私营企业与私营部门共同合作。这将不仅提高国家的GDP,确保房子的可用性,促进抵押信贷市场的发展以及提高给市民的住房的数量和质量。关键词:PPP论文住房论文AHP-LP模型论文特殊目的载体(SPV)论文公私资金论文
